The Top Fuel Sippers for 2016 ranks vehicles based on their EPA combined city/highway ratings. At the top of this all electric vehicle list is the Chevrolet Spark EV with a combined 119, followed by the Volkswagen e-Golf and Nissan Leaf. Other vehicles on the list include the Fiat 500e, Smart ForTwo EV convertible, and Mitsubishi iMiEV.
FuelEconomy.gov also ranked the Top Fuel Sippers for all years based on their EPA ratings, with plug-in hybrids ranked by their combined gas/electricity ratings. This list includes both plug-in hybrid electric vehicles and hybrid vehicles. The top three on this list include the 2014-2015 BMW i3 REx, 2016 Chevrolet Volt, and 2012-2015 Toyota Prius Plug-In Hybrid.
